State Representative Phil Plummer announced the Ohio House of Representatives’ approval of House Bill 28, which aims to reform Ohio’s property tax system. The bill seeks to eliminate replacement property tax levies in an effort to simplify the system and enhance transparency.
The legislation, once enacted, will prohibit local governments from proposing replacement property tax levies starting with elections on or after October 21, 2025. This measure is intended to prevent misleading practices that could lead to unexpected increases in property taxes for voters. Existing replacement levies will remain unaffected by this change.
Plummer expressed his support for the bill, stating, “House Bill 28 was a big step toward bringing property tax relief to our community. Eliminating replacement property tax levies increases levy transparency.”
Despite these changes, local governments will still have the ability to renew existing levies and propose new or increased levies directly. The bill now awaits consideration by the Ohio Senate.
