State Representatives Cindy Abrams and Phil Plummer have introduced a new piece of legislation named the Larry Henderson Act. The act is in memory of Hamilton County Sheriff’s Deputy Larry Henderson, who was killed on May 2, 2025, while working security at the University of Cincinnati’s Spring Commencement.
The proposed law seeks to impose stricter penalties for aggravated murder when the victim holds specific roles such as peace officer, prosecutor, first responder, or military member. It stipulates that adult offenders convicted of these crimes would face either the death penalty or life imprisonment without parole.
“Our first responders should be able to do their jobs without fear of violent retaliation,” said Abrams. She added that families of fallen first responders should not endure additional stress regarding the potential release of their loved ones’ killers.
Plummer emphasized accountability in stating, “The Larry Henderson Act will hold adults accountable for knowingly killing a peace officer, prosecutor, first responder, or military member.” He highlighted the severe consequences outlined in the bill for committing such crimes.
Deputy Henderson had served with the Hamilton County Sheriff’s Office since 1991. The legislation is currently pending assignment to a House committee and awaits a bill number.
