Ohio House approves bill eliminating replacement property tax levies

State Representative Tom Young has announced that the Ohio House of Representatives has passed House Bill 28. The bill seeks to streamline Ohio's property tax system by eliminating replacement property tax levies, which have been criticized for potentially misleading voters and causing unintended increases in property taxes.

Starting with elections on or after October 21, 2025, local governments will be barred from proposing these replacement levies. However, the legislation does not impact existing replacement levies.

“With the struggles Ohio citizens have been facing due to increases in property taxes over the past few years, this legislation is a significant step to help alleviate financial burden in the future,” said Young.

The proposed law allows local governments to continue renewing current levies and introducing new ones or increasing them directly. House Bill 28 now advances to the Ohio Senate for further deliberation.
